Putin is correct that the plane posed no threat to Turkish national security, but Russia has repeatedly violated Turkish airspace and it was only a matter of time before there was a response.

Turkey will not close the Bosphorus, Russia would consider this an act of war.
Turkey had not declared part of the Syrian territories a no fly zone. Erdogan does want it, but would be unable to enforce this alone.

According to this interview, Putin believes that you must allow Russian military jets to fly over your country without previous request and without warning and the pilots are allowed to ignore air traffic control. If you don't do this you are an ISIS supporter.
