No country can join the EU without clearly defined border and territory. And no state can join the EU which has a territorial dispute with its neighbor, not to mention questioning its entire existence. Unfortunately all applies to Serbia. It was well known from the beginning of the accession process. There is no new demand for Serbia.

"it now rests with the member-states to make changes and decide about opening the chapters"

- was this not the case when SAA was signed after a more than lengthy delay ? Perhaps now the EU28 will spend another few years discussing changes prior to a further year or two deciding to opening ?

Yup, member states. Which means Croatia will 100% veto anything that would mean Serbia getting closer to the EU. It's stupid really, because membership wouldn't even help Serbia.

But rest assured, Croatia will condition Serbia on recognizing that the genocides in Jasenovac and Oluja were legitimate acts. I for one will thank the Croats for vetoing Serbia's EU entry.
