It has to do with selling/exporting a lot of good"s to Russia to fill the void that Europe was exporting until the embargo. Serbia is making good use of the western embargo on Russia,as well exporting to the Middle End countries.
What else would help 2016 and 2017 ,will be exporting to Iran ,and Azerbaijan.
If the government in power ,can budget the book"s with more export and less import"s .Don"t forget energy(Gas,Oil) import is at near 50℅ cheaper, which help bring down the cost of import.

"had not been for the drought cutting the agricultural output by around ten percent. "

- there was no real sustained drought, on the contrary Spring & early summer were relativly mild & wet while mid July & August had high temps though nothing exceptional.
If this if this is the best excuse a World Bank Economist can come up with for poor economic indicators then they are scraping the barrel to find a decent analyst! Its clear other factors are at play for why Serbian agriculture and food industry is not booming in Serbia and that is certainly something that needs better analysis though perhaps current government would rather the world bank yes man says all is spiffing!
