Hungary will register all refugees who submit an application for asylum, and all those who are rejected will return to where they came from.

Of course he is not talking about from Syria, Iraq and Africa. From the Hungarian standpoint they all come from Serbia and that is where they will be returned. It will be Serbia's problem from there as to where they go or stay.
