Britain to accept "20k refugees over next five years"

Why would or why could it take 5 years or approximately 5 years for the U.K. to accept a numerous amount of refugees or migrants?Is it because it's a rather time consuming process to process so many refugees or migrants being why it will or may take up to 5 years to accomplish such a task or mission?

On a partial side note I saw on Canadian news that my country or at least the province of Manitoba will or might accommodate some Syrian refugees or migrants.

So they are being called refugees now. Why does b92 call them migrants?

Migrants, for example, are Albanians fleeing KiM because NATO's occupation has brought them nothing but poverty so they attempt to migrate to Germany for their generous benefits before being returned.

Refugees, on the other hand, are those fleeing Islamic extremists who are NATO installed and anti-Assad. These extremists are determined to cut-off the heads of anyone who doesn't support them.

Germany has given shelter to more than 20,000 in just two days, most originating from Syria, Iraq, Eritrea.

So where will they be staying during the "next" 5 years? Hopefully not in the Balkans, I propose sending them ALL back to Turkey where they came from.
