I don't think your proposed solution of having "migrants" wait in Serbia while their papers are being processed is a good solution.

Have you ever had to wait on the Serbian Interior Ministry to process papers?

I have and still am.

It took the Serbian Interior Ministry over 3 years to rule on my Citizenship application. When they finally ruled in my favor, they made a "typo" with my birth date.

I've been waiting for almost a year for the Interior Ministry to correct their typo.

As I understand it, there are still persons from the Former Yugoslavia, who due to the war and inability to produce papers, are "stateless" and still waiting for a solution.

Not only that, Serbia is not the first point of entry for migrants, many migrants enter in through; Turkey, ITALY (an EU Country) and GREECE (another EU Country) FIRST.

I do commend Serbia for its Humane and Civil treatment of the migrants, however, I do wonder if it the motives stem from a "good heart" or the hope of "more money" from the EU.

I would hope the motive stems from "a good heart", even if no money comes from the EU.

Why does the immigrant problem requires a European solution and not a world one?

I think Europe has found the perfect solution for the issue. The migrants wait in Serbia, and each EU country decides how many they will accept, then facilitates the movement of that number to their home country. Then when they think they have all they can economically accommodate they close their border. They will toss a few dollars to Serbia to help the settlement of the rest. Serbian will have a very large migrant population left over.
Of course that will be a new problem for EU integration, how Serbia is handling its new minority populations and proper treatment of its immigrants.
The ironic part is kind of a huge joke. Serbia, whose majority population dreams of a pure ethnic society just got watered down.
It could also mean a wild card in the Kosovo poker game also. We will release more immigrant funds and possibly accept a few more into the EU in exchange for more concessions on Kosovo.
Not to mention the leadership in Serbia will be so exhausted dealing with the immigrant issues they will not have the energy to try to block Kosovo in anything.
