Minister says it's "important to be prepared" for chapters

Well, all of this does make sense. Kosovos government signed the serbian association, and I am pretty sure serbian ministers have signed something in Kosovos favor. Which is followed by chapter 35, which is dealing with kosovo.
I think we all knew that these decisions were not made by either party of Serbia & Kosovo. It is clear the west wanted a deal rhey thought best fits them both even though neither party is happy with their agreements that were not theirs to begin with.
Chapter 35 will either make or brake Serbia. In this particular chapter, everything that has to be sorted out by the two is all there.
Whether it is recognition of Kosovo, or partition of Kosovo from serbian constitution without an initial recognition. I think the west is tired of dealing with both parties and they want to end it once and for all.
We will have to wait and see!
