I do not know where you got such an idea but it could not be further from the truth. It is each countries rights to restrict visits to its soil any and all persons Visas are denied daily in every country of the world.
Example, with the UN headquarters based in New York city, the US is bound to allow heads of states and representatives of the UN to travel into the country for those purposes but their itinerary is restricted and they can not move freely around the country once inside. A few years ago the former president of Iran wanted to visit some cities in the US while here on a trip to the opening session of the UNGA but was denied.
Do you think that ANY prime minister or president just hops a plane and visits a country without clearing their visit with the host country???
With the recent sanctions imposed on Russia some heads of the government are banned from entering into many western countries but that still does not mean that those not banned, such as Putin or Medvedev, can just decide they want to take a visit to communities in London without an OK from the UK authorities.
Vucic's visit was banned before and other heads of the Serbia.

Now with that said, I do not think that Vucic's visit will be banned because I am sure it was one of the sidebar agreements in Brussels in order to assure the Kosovo Serbs accept the agreement.

Sorry, but according to our dear Mr/Ms factman, independence without sovereignty means nothing so the above can't be correct because it would mean that independence without sovereignty does mean something, namely Vucic being banned from entering Kosovo.

The disappointment of having to sign the Brussels agreement is clear by some of the remarks of Serbs on this site, particularly, those of the Diaspora such as Ari Gold. Ari is seething, knowing Serbia has begged to accept the Athisaari plan, especially after all his screaming and kicking fits all these years in an attempt to discredit Athisaari . After showing up at UN soup kitchens regularly for years, Ari has lost all self respect. How does he try to mask his humiliation, by coming up with all kinds of the usual smoke screens. Just look at his past posts to see a pattern. He always, at first, reacts aggressively against a position that favors Albanians, only later to embrace the idea and claim it was his position and that it was the Albanians that were opposed to it. He, thereby, declares victory and goes home. Secretly, however, he crawls back to his hole to lick his wounds and prays for another day.

I don't think there is anything in Kosovo laws or for that matter in international laws that forbids a prime minister of one state from visiting in his private capacity or for political issues bypassing the central authorities of another state. It may be a diplomatic ethical blunder and open disrespect towards Kosovar politicians and contradictory of what Serbia preaches towards Europe, but its not illegal (regardless whether Kosovo is viewed as part of Serbia or as independent state.)
If Kosovo politicians are smart they can declare him persona non grata and demand the Serb commander of Kosovo Police in the north uphold the Kosovo law as agreed on the same document that Vucic will explain to K. Serbs.

After the reproach about violation of the international law she said that the West also ignored it when it had separated Kosovo from Serbia. Yet another opportunity to show that reconciliation is a part of the region's agenda, but will it be taken? Let Vucic come and visit his brother Serbs. If he simply explains the agreements as he says he wants to then no harm done. If he says something inflammatory then the next visit may well be blocked. How can Kosovans lose from this?

No I don't think they will ban. They will NOT do these moves.
He will come everywhere in our Republic and will leave safely- don't worry.

So in other words....we want to ban Vucic's visit, but we don't know if we're allowed to until we ask the US. If they say he has to be allowed to visit, then our position will be Vucic is allowed to visit. If the US says we can decide, then we will ban Vucic.....

The above is exactly why Kosovo's minister has no official position yet. They have to ask permission to see if they can do what they want, or it once again they will be told what to do. That's what Kosovo is, some idea that it is an independent state that can't make its own decisions.

Our Kosova is part of our Albania. You see we Albanians have two countrys.

As far as Vucic visiting serbs in Kosova I woulden't have a problem with that personaly. We all know that Kosova goverment if they want can forbid the visit as they have done so in the past.

Oh for gods sake Pristina. Get over it. Everyone suffered during the war. Look at kosovo today. How many serbs are left, how many churches are safe? Prior to 1999 42000 serbs lived in Pristina, today 118. Rhinos are doing better. It is when kalbs grow up can there be peace.
