Well idiot is right, don't know where you are from but doesn't matter you probably don'e either.
The Brussels agreement does not mention anything about a armed force in Kosovo much less where it can or cannot go.
Read a copy of the original agreement.

http://www.rferl.org/content/text-leaked-copy-serbia-kosovo-agreement-brussels/24963542.html

Kosovo lost nothing the predominantly Serb municipalities never cooperated with the Pristina govt to start with, this way in order to have the functioning ZSO they will have to operate within the scope of Kosovo Law. Also the finances from Serbia will be above the table instead of below. They cannot enact any directives within these communities than are in violation of the laws of the Republic of Kosovo also known as Kosovo law.
You might find it useful to read the text of the "Comprehensive Proposal for the Kosovo Status Settlement" aka "The Ahtisaari Plan" and see how little if any Kosovo lost in the negotiations that they did not already agree to in 2008 in exchange for western support for independence.

http://www.unosek.org/docref/Comprehensive_proposal-english.pdf

The tribunal to be established. Why do you think it was important to the west that Kosovo set it up?? To counter Serbian claims and say to the world see Kosovo is willing to let theirs be judged by the international community.

Who knows one day you may be able to remove idiot from your name.

The bottom line is all Serb inhabited areas of the Republic of Kosova, as well as Albanian inhabited areas, are governed by the laws of Kosova.
(The Count of Kosova, 27 August 2015 21:57)

Ooh try not to "this means" too much there mate. The agreements were pretty clear:

1. The "laws of Kosovo" are pretty flexible when it comes to anything the international community says it should envelope. Why just last month Thaci caved to international pressure and got the Kosovo parliament to amend laws to allow for the functioning of a war crimes tribunal. The "laws of Kosovo" also allow for Serbs to have large degrees of autonomy and will now have to be changed to allow for an autonomous ZSO as per the agreement. So yes, the "laws of Kosovo" are in effect.
(The Idiot of Illyria, 27 August 2015 23:51)

With the above it looks like you are trying to prove The Count of Kosova's point that it is the laws of Kosovo that control, otherwise there would be no need for them to be amended...

That's the same thing that Serbia does - they are pretty flexible, as well. For example, for joining the EU Serbia amends it's laws to comply with the agreements it has signed with the EU.

And not just Serbia and Kosovo - many other countries amend their laws when they enter into international agreements with other countries which may require changes to their domestic laws.

Ask Oliver Ivanovic how things are working out for him. Expect more Serb criminals to be rounded up for war crimes. Nothing left for you to hang your hat on.
(The Count of Kosova, 28 August 2015 12:30)

That's the best you could come back with? Ivanovic is in a kangaroo court accused by an army of town drunks and village idiots of things everyone knows he didn't do just to get him out of the way in time for Belgrade to make a deal with the EU. He'll be released in a few months once the charges are dropped. And you're that desperate to pin charges of war crimes on him while Kosovo's leadership is quaking the upcoming tribunal will send half of them to jail? Kosovo just lost 10 municipalities and you're as isolated as ever. The Albanians with money are leaving Kosovo with one-way tickets. The only ones without anything left to hang their hats on are you guys. You can't even muster a decent retort to my earlier post.

Here's a hint: try maintaining law and order in the places the international community has actually allowed you to operate first.

On second thought, please do ask Vuk, we all could use a good laugh.

2. You must be late to the party, but the April 2013 agreements stipulated that any armed forces in Kosovo that aren't NATO are forbidden to enter northern Kosovo, and now that ZSO comprises muncipalities in Kosovo's center and south, whatever tinker-toy military you think Kosovo has, will be forbidden to enter there too. The only thing you can hope for is the Kosovo police, which will be comprised of local Serbs from the area to maintain security.

Here's a hint: try maintaining law and order in the places the international community has actually allowed you to operate first.

It sounds more like Serbian control over the Kosovo Serbs in the north rather than the northern Kosovo Serbs being the ones in the driving seat.
But all-in-all, the Serbian government is betraying to people by approving the theft of Kosovo and giving it more trappings of an "independent" state.
I put "independent" in quotes since it is occupied by NATO soldiers and so many foreign government personnel that its really a protectorate, but nonetheless is being stolen from Serbia and the EU is tricking Serbs into legalizing the theft.
