And being so close to the river with soft waterlogged ground, one would think that there should be some serious geological studies done to find out what sort of foundations buildings of this size would require.

This is a crazy story. First they need to move all water pipes and sewers and electricity cables. Then they have create deep foundations and dig out the basement. All this will take 12 months or more. A tower block is not a garden shed that can be built over a weekend.
