Not only do all these underground services need to be moved they need to be upgraded to handle the demand of 100's of homes and businesses, bigger electricity demand, sewage/water demands, bigger gas supply, telecommunication exchanges need to be upgraded, not to mention road infrastructure for the 1000's of vehicles that will be in and out of a project of this size.

There is a good 12 months of planning these service upgrades before you even start construction.

And being so close to the river with soft waterlogged ground, one would think that there should be some serious geological studies done to find out what sort of foundations buildings of this size would require.

This is a crazy story. First they need to move all water pipes and sewers and electricity cables. Then they have create deep foundations and dig out the basement. All this will take 12 months or more. A tower block is not a garden shed that can be built over a weekend.
