A police officer who was not on duty at the time early on Tuesday shot and seriously wounded three persons in the village of Prelaz near Urosevac in Kosovo.

Were the wounded ethnic Albanians or ethnic Serbs?

Well the title did not read hundreds of Serbs terrorized and wounded by off duty Albanian KPS officer, so you can conclude the victims were Albanian. Since the title did not read Serbian KPS officer attacked by mobs of Albanians and forced to defend himself wounding many, you can assume the police officer is also Albanian.
