Air Serbia may not, but Etihad certainly does.
Better to wonder what the purpose of having direct flights would be. Do we need them? Would they be economical? Would they be to boost tourism? Would they be to increase foreign investment? Does it benefit the country, or will it hurt the country? I know this seems like a series of strange questions, but (not to bring up anything political) Croatia doesn't have direct flights. Neither does Slovenia. Neither do any of our immediate neighbours other than Greece. We clearly have good connections within Europe to all of the major hubs already.
Not suggesting anything nefarious just saying it seems odd to me that instead of choosing a long-range flight to a country with a friendlier visa policy to Serbs, it is choosing the USA. That also opens Serbia to (more) flight/passenger data-sharing with SAD. It's a strange choice.
