Minister: Schools employ 1,000 more teachers than they need

Minister of Education, Science and Technological Development Srdjan Verbic says there are "around 1,000 teachers more than Serbian schools need."

Why mess with the education system of our young children? This care for each child and attention to their educational needs is one of Serbia's largest strengths. If there is money in the budget it is better spent investing in the higher education system thus encouraging the intelligent to stay in Serbia not desire to leave for university education elsewhere.

Please correct me if I am wrong in interpreting these statements.
