"Serbia supports territorial integrity of Georgia"

Serbia appreciates the support of Georgia for its territorial integrity and sovereignty, Serbian FM and OSCE Chairman Ivica Dacic said in Tbilisi on Tuesday.

Was this an official OSCE visit as previously reported or a Serbian state visit. I think there might be a conflict of interest in the cross over between the two.
Since he obviously was performing some state functions then the auditing dept of OSCE should insist that Serbia reimburse the organization for part of the cost of the trip.

Which brings up the question while in his OSCE role does Dacic act in a role of status neutrality when it comes to Kosovo?
