You're the one with the reading comprehension problem. The article in the Wikipedia link is self contradictory, therefore, is not at all clear. It does, however, state that Serbia tried to attach Kosova to her by "Royal decree", whatever that is supposed to mean. Basically, Serbia, in doing so, violated its own constitution. Of course, this is the same type of behavior that caused the breakup of Yugoslavia and ultimately got Serbia humanly bombed for 78 days.
Perhaps, you should enroll in a night school class to bring you up to speed in reading comprehension of the English language. btw, There is an exceptionally slow section of the course being offered for chetniks.

As for the gas and oil in the Adriatic Russia does not take it so serious. To create a competitive infrastructure you will need much time and money.
