Actually it is north Kosovo that relies mainly on power from the dam. But I looked on several maps and although Serbia claims that the majority of the lake is in central Serbia none of the maps show it and the dam is clearly in the part controlled by Kosovo. Seems to me that the ICJ would actually be the arena to establish ownership.

Perhaps the kosovo Albania n's should have considered not claiming independence since they depend on Serbia electric power.
