Once again you are guilty of speaking without knowing!
True Kfor is comprised of many countries that are not NATO but:
"The international security presence with substantial North Atlantic Treaty Organization participation must be deployed under unified command and control and authorized to establish a safe environment for all people in Kosovo and to facilitate the safe return to their homes of all displaced persons and refugees."
Note "unified command" the commander of Kfor has always been and will always be from a NATO country. Thus Kfor is under NATO command.
While it is also to provide a safe environment to all peoples Serbs are specifically mandated it says all peoples, which is why Kfor reacted to the Serb uprisings in the north as well as Albanian ones.
Ironic though the part about safe returns of displaced persons and refugees, while this covers all people the majority of displaced Serbs did not occur until after the enactment of 1244 as Serb military and police withdrew.
But do not forget:
"and ensuring the withdrawal and preventing the return into Kosovo of Federal and Republic military, police and paramilitary forces, except as provided in point 6 of annex 2;"
Note the provision and preventing the return.
Under Russian approval Serbian forces cannot enter Kosovo and NATO and those UNDER its command have the authority to use whatever force necessary to prevent it.
