Not really and everyone knows it. What Germany wants to do is hold Serbia back until the others catch up. Nothing could be worse than Serbia doing well meaning the narrative would have to change. If we have to wait for Montenegro, Kosovo*, Macedonia etc we will be waiting forever, as they plan. I used to think the Germans were fairly honest, not anymore.
