When it comes to opening chapters of EU membership talks "there are differences between EU's publicly stated position, and some member's additional conditions."

A little chronology:

April 13th : EU should openly say what it wants from us" (Dacic)
April 14th: EU has "no new conditions for Serbia" (EU representative Davenport)
April 14th: "Serbia knows well what it needs to do"
("There are no new requirements, which is something Serbian officials know well, Maja Kocijancic added.")
April 15th: FM reiterates that Serbia faces "new conditions"


This was only from this week. We had the same story going on and on weeks and months before.

Doesn't it getting boring sometimes, I wonder?

The resolution by the German Bundesatag defining the 11 points - actual there are 12, as the last one defines the requirement of reporting the progress - was adopted on 25th of June 2013.
If that is new, what is old then?
