Driver dies as trucks crush his car after failed overtake

A 29-year-old man from Pirot in southern Serbia died on Monday in a traffic accident that happened in a tunnel on the Pirot-Nis road.

It's not just Serbia that the standard is poor, though living in Serbia (as I do) we could use as an example. I have found from Greece to Germany poor standards, mainly through arrogance and poor skills.
Once a person as qualified as a driver the chances are he/she will never be assessed during their lifetime. Bad skills, bad habits will emerge and become the norm.
They will become over confident in there abilities and mistakenly assume they are very good drivers.
There's an old adage from my country,
'You can tell a guy his wife is a crocadillapig and he'll probably laugh, tell him he's a crap driver and watch him erupt'
Education, legislation and a more aggressive policing role with continuity in the courts is part of the answer.
Re tests for persistent offenders also.

Trying to overtake a truck within a tunnel is especially dangerous. This shows impatience of the driver...but he was probably richer than most if he was driving a BMW.

The standard of driving in Serbia is not poor.

It is very very poor.

There are too many drivers with a high opinion of themselves - coupled with low skill and pigheaded disregard for the safety of others.

There's a need for more 'traffic calming' to suppress these stupid egos. Road design can reduce death rates.

Theres idiotic drivers throughout the world, the Balkans however seem to have more than there fair share. Sad as it is that a life was lost, the pain and grief will be felt for a long time to come by the family and the drivers of the trucks.
It is really difficult impressing upon 'macho' drivers that they have a responsibilty to their passengers and other road users. The standard of driving is poor without the recklessness witnessed on a daily basis.
Driving is no longer a pleasurable experience, the concentration required in reading the road and anticipating other users actions lends to increased fatigue. The faster you drive the quicker the onset.
