False bomb alarm in front of government HQ

A MUP bomb squad has examined a box left near government headquarters on Monday morning and found it did not contain an explosive device.

Just to be on the safe side one would assume that there would be a mandatory evacuation of the building that houses the government headquarters.If it's a proper and relevant example but back in 1996 I read in a local newspaper that some 15 year old student in my former high school located in my birthplace and former hometown (Bathurst,New Brunswick)made a prank call to the principal's office from a payphone located in the school's lobby and said " I put a bomb in the school" and immediately hung up,consequently,some school official activated the fire alarm where students evacuated the building and yes Bathurst City Police got involved and evenatually the 15 year old suspect was arrested but his name was witheld under Canada's Young or Youth Offenders Act.

Recently in Fredericton some student made a similar threat against a local high school ( to be precise it was against Fredericton High School located in the city's southend not Leo Hayes High School located in the city's northend)where as expected students were evacuated and Fredericton Police got involved including the bomb squad I believe and I think an arrest was made.The point of all this is why in this case was the government hq office or building not evacuated when most assume that it's common practice or standard protocol to evacuate everyone under these circumstances just to avoid casualties or fatalities.
