The office of French President Francois Hollande has confirmed his view that Montenegro does not fulfill conditions for NATO membership.

Montenegro is a criminal state.. One that took it's name, flag and history from a single Albanian dynasty.
So until they become more European, less Russo-Asiatic, and giveback the tterritories they stole... No invitation to NATO

Albania takes terrorists that no one else will take and they have a history of being a dumping ground, literally, imports trash from other countries.
