"Stronger U.S. dollar raises public debt to EUR 23.5bn"

Serbia's public debt on February 18 totaled around EUR 23.508 billion, which is by about EUR 315.5 million more compared to the figures from December 31, 2014.

Foreign currencies are not natural phenomena, they are not created from nature. They are the creation of men and they are manipulated by men for their own interest. Serbia is foolish to borrow foreign currency, this only puts the country at the mercy of those who control the dollar and Euro. No government needs to borrow anything, but if it feels it must borrow then it should borrow its own currency.

Sure, but few would be foolish enough to lend to Serbia in its own currency.

As for borrowing, that's perfectly fine as long as the borrower is able to generate higher returns with the borrowed money compared to the interest cost.
