The reason of Chapter 35, is simply to domesticate Serbia for EU entry standards.
Too bad , the EU is sacrificing Kosova for this purpose!

Us Serbs understand just fine the 23/5 split, its the political parties that don't or pretend not to. Even if the EU cannot collectively and formally recognize Kosovo (thanks to the 5), its obvious that the big fish members (Germany, France and UK) dictate the talks, stacking the odds against Serbia and in Kosovo's favor. This is quite clear.

You're also wrong about Serbia not having incentive. Serbia had every incentive to negotiate, especially before 2008. Its the K-Albanians that didn't have an incetive to reach a compromise at any point in time since they had the Wests full support from the get-go, hence the UDI.

This "Brussels Agreement" is another story however. I don't support it because Serbia is still negotiating from a position of weakness. But remember this, Kosovo cannot join the EU either as long as Serbia maintains its claim and is blocked in the UN. Perhaps the K-Albanians will finally have some incentive to talk. We will see who blinks first. Given the quality of life in Kosovo-vs-Serbia + mass migration, the odds may be evened a bit.

Seems like he gave all the selling arguments for NOT opening chapter 35.
Chapter 35 is between Serbia and the EU and it will be a deciding factor of Serbia's EU future. EU countries know what they want in the end and any delay could just put Serbia in eternal limbo. Kosovo's incentive to cooperate will come from what will benefit Kosovo not Serbia.
Just like in the years before 2008 there was no incentive for Serbia to negotiate at the table as they had nothing to gain, so they stalled the talks until it was decided that continuation was futile.
If there are no incentives from the EU for Kosovo to negotiate as there is nothing Serbia can give them then they could just stall and put Serbia in the same limbo that Serbia did to Kosovo.
The thing that Serbs seem to fail to understand about the 23/5 split on the status of Kosovo is that should Serbia decide to discontinue their claims on Kosovo the 5 countries will still probably vote to admit Serbia to the EU, but if they continue the Nikolic journey there will be several if not all of the 23 that will still block Serbia from joining.
Just like Russia can singlehandedly block Kosovo admission to the UN with or without reason. Any one of 23 countries in the EU can block Serbia from joining the EU.
For the China banner wavers, I intentionally left China out as traditionaly they would abstain from the vote as they did on 1244.
