Yes, it is usually for the reason that you are living in that country for years and want to get more rights. Then you apply for citizenship, like 10.000s of Serbian immigrants did in Germany, especially the generation of 'Serbs' who have been in Serbia for holidays or visiting relatives once or twice a year at most. And I don't think abusing the visa free travel regime is any valid reason to ask for a passport for a Kosovo Albanian.
And yes, they are considered Serbian citizens, because Kosovo is Serbia, while Kosovo is not Albania, so for getting an Albanian passport is much more complicated because is requires applying for Albanian citizenship.

Yeah I somewhat agree that it's unusual for many Albanians to apply for Serb passports but what would actually be odd if there were some Albanian troops who participated in the Kosovo conflict of 1998-'99 and defected or considered defecting to Serbia.
I would redirect the lot of them to the Croatian boarder and let their Croat brothers deal with them, either that decline their applications so they can leave in their dream state Kosovo. A goat herder will always be just that.
