No I think they're saying it was an unexplained accident. Why you feel the need to make it political or implicate Croats is probably because you need to say something even though you have nothing to say.

A total of 17 passengers were in the bus when the accident happened, the company said, adding that the two drivers were with the company for 20 years and that the vehicle was technically sound.
