EU "supports media, doesn't interfere in editorial policy"

The EU provides financial grants in support of freedom of expression, and gives them to "independent and non-government organizations throughout the region."

How stupid does Brussels think everyone is? These "independent and non-government organizations throughout the region" are stacked with the 'right people with the right outlook' that just happens to parrot anything that comes out of Brussels, private democracy foundations (Sorros' Open Society) or those countries that fund them etc.

They don't need to enforce any editorial policy becasue they are all fellow traveller. He who pays the piper calls the tune.

We've seen over the last twenty years all sorts of 'independent' organizations and 'NGO's agitating for revolution, overthrow of governments or territorial expansion. Its the same old tired and boring schtick.
