With budget cuts over the last two decade in Australia, at both State and Federal levels, you will find that we are also struggling to deal with protection of children. Many incidents are never reported in the media.

You're right there. They have closed down many mental health facilities in Melbourne. Now people who should be in institutions are at home and "monitored". Your next door neighbour could be someone who needs to be in an institution where he/she is monitored properly and medicne administered on time but because we don't have facilities like Larundel Psychiatric Hospital or Kew Cottages any longer we are all at risk.
Only the extreme cases are looked after in institutions and even then they are allowed to have outings with a female nurse as their ownly supervision. Too late when a mentally disturbed male gets away from her and attacks someone.
I don't know what it's like in other cities but Melbourne has shut down a lot of their institutions.
Child protection is a joke but at least they manage to do some good. At least they can petition the court to ban a mentally ill parent from access to their child.
