A 15-day-old baby died in Belgrade on Friday after she was thrown from the third floor of a building, Belgrade's emergency medical service has confirmed.

You're right there. They have closed down many mental health facilities in Melbourne. Now people who should be in institutions are at home and "monitored". Your next door neighbour could be someone who needs to be in an institution where he/she is monitored properly and medicne administered on time but because we don't have facilities like Larundel Psychiatric Hospital or Kew Cottages any longer we are all at risk.
Only the extreme cases are looked after in institutions and even then they are allowed to have outings with a female nurse as their ownly supervision. Too late when a mentally disturbed male gets away from her and attacks someone.
I don't know what it's like in other cities but Melbourne has shut down a lot of their institutions.
Child protection is a joke but at least they manage to do some good. At least they can petition the court to ban a mentally ill parent from access to their child.

As a father I can think of no harsher punishment than for this individual to recover from his illness and realize what he did.

In the case of the Balkans, including Serbia, protection of children is literally non-existent. It’s left to the family to deal with and you see the result. There are little to no resources allocated for this work since there is no money.
Sadly, it is also predicted that in western societies mental illness is going to be a huge problem in the first half of the 21 Century. The reasons being that we are becoming more and more isolated from family and living alone and increase in poverty through unemployment or reduced working hours.

Someone has failed this poor agel miserably. Why on earth was a mentally sick person even allowed to be with a baby alone? He should not have had any access to that baby at all. Whoever allowed this to happen deserves to hang for it.
Is child protection in Serbia non existant?

All children in the world no matter what race, religion or natiionality are sacred angels. Why are these horrific situations happening more and more? What evil can enter and posses a human being to accomplish such horrific crimes against another human being? The United States once the most powerfull and influential nation on earth today on it's death bed coughing up blood and holding it's dying hands with the devil because of it's extreme love affair of illigal drugs! Illigal drugs and the death of a once great nation! Any one who distributes or consumes illigal drugs the gratest enemy of all man kind on earth! The world is becoming a colder and crueler place in part due to the use of illigal drugs by humanity. A nation drug free is a nation that is pure. Just look at the USA for a good example what happens to a nation when it falls in love with illigal drugs, the only path it leads to is it's own death and destruction! The baby girl angel, if she stayed on earth could she possibly have been some great doctor or scientist who discovered the cure for cancer or maybe some higher technology to improve the life of humans on earth? Yes it is possible she could of been that miracle and the evil devil took her away from us. All children of the world our destiny, I think we all can agree on that! Like a burning torch through my heart that my Serbian did this!

You're right about Le Pen though, she isn't her father. She has changed the party into a family friendly populist form of fascism. She is not a patriot, she is a nationalist. As Charles de Gaulle once said "Patriotism is when love of your own people comes first; nationalism, when hate for people other than your own comes first." She is trying to divide France and is opposed to certain ethnic minorities and religions. She has even tried to use the horrible killings over the past week for her own political gain and to spread hate and social divisions in France. And too right I'm uncomfortable with right wing extremist political parties attacking minorities as a springboard to power during an economic downturn, this is how Hitler rose to power and this sort of thing must never be allowed to happen again. Me disagreeing with them doesn't make them fascist, being fascist makes them fascist.

This isn't about "justice vs. rehabilitation", this is about an ill man whose illness caused him to do something horrible. I too am for justice, this justice should come in the form of providing services to prevent and minimise similar things from happening again in the future as well as helping and treating those that have been let down by the system. I keep in mind the victim. The baby and the man are both victims, the perpetrator is the man's illness. I never said that you're a Nazi for not agreeing with me, I said that your belief was Nazi-esque. It is hard for a grown adult to be held accountable for their actions when their illness is in control of them. The illness should be treated and kept under control. Not all rapists, murderers and peadofiles are sick/ ill, some are just evil people who intentionally and knowingly commit crimes. This is why we have prisons for criminals and hospitals for the ill/ sick. An ill person isn't a rabid dog, you can just 'put them down', that's the sort of thing they do in backwards extremist Muslim countries.

Where was the mother when all this was going on? If the man was mentally disturbed, then who left him alone with the baby? And why was a man with a potentially dangerous mental disorder a father in the first place? If you are mentally unstable, then maybe raising a family is not something you should consider.

Ian this is a very classic argument that is had in America of justice vs. rehabilitation. You of the far left political thought are more inclined for rehabilitation. I am for justice. That does not make me a Nazi. People in Texas are more inclined with my beliefs and they aren't Nazis either. You can't call someone a Nazi just for not agreeing with you. I keep in mind the victims, while you're more interested in the convenience of the perpetrators.

If that's the case then we shouldn't have prisons at all. Rapists, murderers, pedofiles they all are sick and don't know what they're doing. Except that is a very impractical way of looking at things and grown adults must be held accountable for their actions. I don't think you can ever come back mentally from throwing a baby off a balcony. It would be best for the victim and society to put that man down.

French Presidential hopeful Ms. Marine Le Pen has called for the reinstatement of the death penalty in the wake of the terror attacks in Paris. I think the death penalty should also apply to heinous acts such as these. The EU strictly forbids it, but I don't think tax payers should foot the bill for these psychopaths to live out the rest of their lives in a prison cell.

I am concerned since I'm from the Balkans my self and I wish wellbeing for all neighbouring people who needs treatment or live in poverty.

The suspect rapists you send in the controversial article were youths 16-17 years old. They did an criminal act. Thats not an generally crime commited only by Albanians. Those crimes happends everywhere by all people.

In Kosova there are surely people with mental problems. But you never read or hear of those people shooting down their neighbours for nothing or throwing babys from buildings. It is too usual with this kind of things in Serbia and the first step towards solving the problems is to recognize them first. You dont seem to want to do that Ari?

When somthing sad happend by or to Albanians both of you are there to point the finger and accuse Albanians of being this and that and enlarge everything. Its not true that I am here all the time comenting. Very rarely actually. I comented this article because I am concerned about people like this in Serbia and in the Balkans. This is prof that politicans should focus more on poverty and wellbeing of its citizens rather than inconsenquential issues as taking land from other people who want to live in freedom on their own soil. All for economic reason while blaiming on history and churches.

That does not make me a Nazi. People in Texas are more inclined with my beliefs and they aren't Nazis either. You can't call someone a Nazi just for not agreeing with you. I keep in mind the victims, while you're more interested in the convenience of the perpetrators.

If that's the case then we shouldn't have prisons at all. Rapists, murderers, pedofiles they all are sick and don't know what they're doing. Except that is a very impractical way of looking at things and grown adults must be held accountable for their actions. I don't think you can ever come back mentally from throwing a baby off a balcony. It would be best for the victim and society to put that man down.

Le Pen is not her father. She has done a good job at modernizing the party. She's a patriot, not a fascist. I realize you are uncomfortable with the fact that all of Europe is turning to the Right, but it doesn't make them fascists just because you happen to disagree.

French Presidential hopeful Ms. Marine Le Pen has called for the reinstatement of the death penalty in the wake of the terror attacks in Paris. I think the death penalty should also apply to heinous acts such as these. The EU strictly forbids it, but I don't think tax payers should foot the bill for these psychopaths to live out the rest of their lives in a prison cell.

The Council of Europe forbids the death penalty too, hence why Belarus can't join.

You're right about Le Pen though, she isn't her father. She has changed the party into a family friendly populist form of fascism. She is not a patriot, she is a nationalist. As Charles de Gaulle once said "Patriotism is when love of your own people comes first; nationalism, when hate for people other than your own comes first." She is trying to divide France and is opposed to certain ethnic minorities and religions. She has even tried to use the horrible killings over the past week for her own political gain and to spread hate and social divisions in France. And too right I'm uncomfortable with right wing extremist political parties attacking minorities as a springboard to power during an economic downturn, this is how Hitler rose to power and this sort of thing must never be allowed to happen again. Me disagreeing with them doesn't make them fascist, being fascist makes them fascist.

White Sheep Angels so Pure. The baby girl now in Heaven surrounded by ever lasting love with our Lord Crucified and Holy. All children in the world no matter what race, religion or natiionality are sacred angels. Why are these horrific situations happening more and more? What evil can enter and posses a human being to accomplish such horrific crimes against another human being? The United States once the most powerfull and influential nation on earth today on it's death bed coughing up blood and holding it's dying hands with the devil because of it's extreme love affair of illigal drugs! Illigal drugs and the death of a once great nation! Any one who distributes or consumes illigal drugs the gratest enemy of all man kind on earth! The world is becoming a colder and crueler place in part due to the use of illigal drugs by humanity. A nation drug free is a nation that is pure. Just look at the USA for a good example what happens to a nation when it falls in love with illigal drugs, the only path it leads to is it's own death and destruction! The baby girl angel, if she stayed on earth could she possibly have been some great doctor or scientist who discovered the cure for cancer or maybe some higher technology to improve the life of humans on earth? Yes it is possible she could of been that miracle and the evil devil took her away from us. All children of the world our destiny, I think we all can agree on that! This isn't about "justice vs. rehabilitation", this is about an ill man whose illness caused him to do something horrible. I too am for justice, this justice should come in the form of providing services to prevent and minimise similar things from happening again in the future as well as helping and treating those that have been let down by the system. I keep in mind the victim. The baby and the man are both victims, the perpetrator is the man's illness. I never said that you're a Nazi for not agreeing with me, I said that your belief was Nazi-esque. It is hard for a grown adult to be held accountable for their actions when their illness is in control of them. The illness should be treated and kept under control. Not all rapists, murderers and peadofiles are sick/ ill, some are just evil people who intentionally and knowingly commit crimes. This is why we have prisons for criminals and hospitals for the ill/ sick. An ill person isn't a rabid dog, you can just 'put them down', that's the sort of thing they do in backwards extremist Muslim countries.

Someone has failed this poor agel miserably. Why on earth was a mentally sick person even allowed to be with a baby alone? He should not have had any access to that baby at all. Whoever allowed this to happen deserves to hang for it.

With budget cuts over the last two decade in Australia, at both State and Federal levels, you will find that we are also struggling to deal with protection of children. Many incidents are never reported in the media.
In the case of the Balkans, including Serbia, protection of children is literally non-existent. It’s left to the family to deal with and you see the result. There are little to no resources allocated for this work since there is no money.
Sadly, it is also predicted that in western societies mental illness is going to be a huge problem in the first half of the 21 Century. The reasons being that we are becoming more and more isolated from family and living alone and increase in poverty through unemployment or reduced working hours.

Where was the mother when all this was going on? If the man was mentally disturbed, then who left him alone with the baby? And why was a man with a potentially dangerous mental disorder a father in the first place? If you are mentally unstable, then maybe raising a family is not something you should consider.

You're right there. They have closed down many mental health facilities in Melbourne. Now people who should be in institutions are at home and "monitored". Your next door neighbour could be someone who needs to be in an institution where he/she is monitored properly and medicne administered on time but because we don't have facilities like Larundel Psychiatric Hospital or Kew Cottages any longer we are all at risk.
Only the extreme cases are looked after in institutions and even then they are allowed to have outings with a female nurse as their ownly supervision. Too late when a mentally disturbed male gets away from her and attacks someone.
I don't know what it's like in other cities but Melbourne has shut down a lot of their institutions.
Child protection is a joke but at least they manage to do some good. At least they can petition the court to ban a mentally ill parent from access to their child.
