"China interested in region as transit toward EU"

Former Yugoslav countries can expect significant Chinese investments in infrastructure, as the path leading China to the EU market, says Vladimir Gligorov.

If private companies in the EU see some kind of profit in doing that, maybe. But the EU as an institution is absolutely broke and cannot finance large infrastructure projects like the Chinese can. The EU itself isn't actually a thing that generates money on its own, the money comes directly by complying the nation-states of Europe to pay some sort of tribute to this EU.

Only problem is, the people living in the countries that put more into the EU than take out don't want to do it any more. And besides, they can't even if they wanted to. The Chinese government is able to help the Balkans more for developing infrastructure than the EU ever will be.
