"First obligations from agreement, then chapter 35"

Germany will give its consent for the opening of Chapter 35 only after the obligations deriving from the Brussels agreement are fulfilled.

Serbs can always block EU freight traffic. Danube has only two bridges between Bulgaria and Romania and neither country has sufficient road infrastructure.

Blocking the freight can be done with any excuse: sanitary, environmental, technical - you name it. Not entirely blocking... but introducing prohibitive road tolls. Of course only for countries which did recognize Kosovo.

That would hurt... a lot. And probably Roman, Slovak and Greek trucking companies will make good profit.

With the passage of time, it is Obvious that the Kosovo Albanians and some European Union Countries have not kept their Obligations on the Verbal Contract that was given during the Belgrade and Pristina Talks of 2913.

Pristina and some European Countries have used their Unfair Advantage to insist on things that are Clearly in Violation of the Basic Human Right, which the European Union should Establish, and that is that Citizens of Countries have the Human Right to keep all of their Territory.

As a result Serbia is willing to continue the Dialogue with Pristina, on order to Enshrine this into Law with Pristina and Germany.

It is important to continue a Political Dialogue with Pristina and Germany in a few months time to get the wording correct to the Amendments to the Belgrade and Pristina Document, which was Discussed Hastily in Brussels and under Duress, and which makes it an Illegal Document, and time is needed to Enshrine and Establish this Essential Human Right in the European Union that Citizens of Countries have the Human Right to keep all of their Territory.
