"Then everyone will go home.
Same agenda for 6 years."

Thanks for the clarification. This makes sense - though it's a bit sad the agenda and wording of the reports is always the same, because it means no improvement.

Attending? Sitting amongst the visitors, you means?

I take it from your quasi intellectual response, you have never seen one of these sessions.
The conference table is in a sort of U shape, Vucic will be on one side at the end of the table behind a placard saying Serbia, on the opposite side at the same location will be Thaci behind a placard saying Hashim Thaci, since Kosovo is a non member state. Thaci and Vucic will each get a chance to speak before the council from their seats at the table. They may use the same amount of time or one or the other may speak longer. There is also an opportunity to rebut what the other says.
Countries that recognize Kosovo will give equal acknowledgment to both parties calling them honorable ....., those who do not recognize Kosovo will call Thaci, Mr Thaci. US, UK, France will praise both parties in their works with special mention to the Kosovo Prime Minister on accomplishments over the last few months. China will address Thaci as Mr, but will praise both sides for their participation in dialogue and reiterate their stance that all issues must be settled through talks. Russia will praise Serbia, will draw question into actions of Albanians against Serbs. The rest will use some canned speech praising both sides on their participation in dialogue.
Both Thaci and Vucic will get an opportunity to address the media outside the chamber.
Then everyone will go home.
Same agenda for 6 years.
