Serbia has already accepted independence of Kosovo. What this "4 year deadline" really is, is in fact Kosovo telling Serbia to let the Serbian people know within 4 years that the Serbian government has recognised their independence.

Kosovo will never become Serbia because Serbia have agreed to squash UN resolution 1244 and have signed and guaranteed Kosovo's independence.

"normalization does not have a fixed term"
So should be the Serbia's application to EU....If Serbia tries to block Kosovo entry into international organization then that would not be classed as "normal" or "normalization". The issue of "status neutrality" is only for Serbia's public consumption...

As usual, the side that needs to make concessions is once again the first to issue demands. What are they willing to cough up in order to make this demand a reality? Oh silly me, I forgot. Albanians don't concede to anything since they feel they have nothing to offer.
