"According to Đukanović, many observers from the European parliament were also present during the voting in the self-proclaimed Donetsk Republic in eastern Ukraine."

Correct, but better you should add that these MPs were solely people from right-wing extremist parties. To sound more 'official' and make their 'observations' more valid, these people even founded an organization called ASCE (which some news agencies like Russia Today unfortunately mixed up with the OSCE).

"You are either a Government minister OR a private citizen. "

You are either a simple idiot, OR an ignorant idiot. It is perfectly normal for members of parliament/elected assemblies to make trips in a private capacity (in all Western states and elsewere) as long as they do not make use of their titles or government resources. Where do you live, Afghanistan?

the problem hear is not the journey to Donetsk, but the inability to see that an MP travelling no doubt on diplomatic passport should at least inform the Foreign Ministry, and seek advice from his party leader. An MP travelling on a diplomatic passprt can never just be a 'private citizen'
