Why are the new notaries in Serbia involved in any document drafting, and even charging fees at all? Here in the U.S. notary services are free in most banks, and do nothing that an attorney would do. They only authenticate signatures on documents! I can understand the reason the attorneys are on strike.

Lawyer's on strike? Not exactly the oppressed proletariat. But they do have one good point: the law on notaries is ridiculous. Why give a fixed amount of people a monopoly over signing off on certain transactions for a too-high price? Serbia should be reducing unnecessary and expensive administrative burdens and not adding them! But the answer is not to give the monopoly back to the lawyers; it is to allow people to bypass lawyers and notaries on most transactions.
