I don't know how anyone can expect KFOR to act against terrorism when in Kosovo there's been recruitment, training and training bases for terrorists going to join ISIS right under their nose for years.
One thing about it as the build up in eastern Europe begins, there are several functional NATO bases in Kosovo to have for housing personnel, equipment and supplies in reserve. I would not be surprised if there was not an announcement that the security situation has worsened in Kosovo which warrants an increase in soldiers stationed in Kosovo.
