Deadly hit-and-run accident driver arrested in China

In the last paragraph of this article I read that Milicev was arrested in China on drug related charges so by any chance did he ever assume that he was "untouchable" by Chinese authorities all because since China & Serbia share close diplomatic relations he felt that as a Serb national ( or in this case more like a fugitive) that he'd receive special or preferential treatment from the Chinese authorities but I guess not,however,it remains to be seen if China will honor Serbia's request to have him extradited back to Serbia so that he can face drunk driving charges or was it hit and run charges?
