"Serbia loses 4 percent of GDP through traffic accidents"

Serbia annually loses nearly four percent of its GDP due to damages caused by traffic accidents, said Serbian Deputy Prime Minister Zorana Mihajlović.

Just complement on what Zeka said.
It is not just drivers that are to blame for the many accidents in Serbia.
It is ok to fine the hell out of drivers but the state also has responsibility to make roads safer.
Islands in the centre of zebra crossings, proper lighting (at night) especially at the zebra crossings, clear road markings, and fixing the many potholes which often remain unrepaired for long periods would also help to reduce accidents.
I don't see why it can't be done, after all we pay enough in road taxes.

What about some training for the traffic police? Also it is important to have the right people there, strict fines and encouraging social behavior in traffic would help, at least to implement basic traffic rules, i.e. don't stop the car in the middle of the zebra or drive into a crossing when it is yellow already...or how much does it take to wait for the grandma crossing the street? This is already a big part of it...also internal controls of traffic police officers would help to have the right people there, and of course that cash fines don't go to their pockets...
