Isn't the point of all this that it applies to everyone so can't be labeled as Albanian law? And you are wrong in that the courts have not integrated, only the police.

The csm isn't the future of anything! Because it lacks executive, legislative or judicial power it will be judges a waste or money and probably never even be former. There's no point to it. Some kind of club where Serb leaders discuss things and then have to go back to their municipalities to get it passed? They don't need a csm for that they can just text or email each other. Pristina and Albanian laws are paramount anyway so there's no point to having this. Legal syste and police are all pristina. This is a waste and will never be done.

You've provided no evidence other than your interpretation of the Brussels Agreement which implies unity between Kosovo's Serb and Albanian community, but give absolutely no concrete details of how this will be implemented beyond Pristina allowing for autonomy within its umbrella, and largely rhetorical, authority. This is the only place where you might be right, but according to your logic, Serbs have signed over all authority and loyalty to Pristina. None of this had happened, as the barricades and "peace parks" attest. Kosovo is powerless over the Serbs.
