Unfortunately, most of the negotiations were done in closed meetings by the economic and social council. This is a tripartite structure set up by the ILO, which empowers trade unions but is undemocratic as most of society, including most workers, the unemployed, and most employers, are not represented. There was a round of public consultations scheduled on the same draft (more or less) a few months ago, but Mssrs. Orbovic and Canak, who are so pro-democracy and transparency, led a group of thugs that terrorized the participants and led to cancellation of all such consultations. The Ministry did take comments on the draft and also consulted business associations and NGOs during the last couple of months. The resulting law is not bad and is moving toward a normal European labor law and away from a Yugoslav era law.
