The West should boycott all Donor Conferences till Serbia proves it has fulfilled all recommendations by the EU, including instituting sanctions against Russia as well as recognizing of Kosovo. Start playing hardball and watch the chetniks heel. Remember, that is the way Serbia would play it to their advantage. Don't give Serbia a penny of humanitarian aid till she submits to all Eu conditions. No free rides for a country that continues to show hostility toward the West.
