When the new traffic laws were introduced, the number of accidents fell dramatically only to slowly but surely rise as motorists realised they could bribe their way out of a ticket as usual, hence the need for dashboard cams to monitor and record the stops made by police and the "interaction" between them and the motorists. It works, even the riot police in England don't assault people when they have to wear a helmet cam.

Cameras in patrol cars won't make a jot of difference. Real change will come when the population as a whole becomes more socially aware and not so damn selfish and start to respect the law and rules of the road. I'm presuming you need to know these in order to pass your driving test but clearly judging by this carnage on Serbia's roads some people evidently don't know or don't care in the slightest what tragedies this selfish behaviour will undoubtedly cause.

If you want to improve traffic safety in Serbia, fit all patrol cars with dashboard cameras which the driver cannot turn off and insist the police enforce existing traffic regulations. No need to pump up the expense accounts of politicians by creating a "team" that will focus on "strategy" ad infinitum....
