No they cant but the Dutch can!

They are rebuilding the Louisiana coastline after Hurricane Katrina struck New Orleans.
So ask the 'cloggies' to come and sort things out. This disaster could turn out to be a great economic booster, providing jobs and gaining expertise. If everyone in Serbia pays just 1000 Euros in taxes over 10 years then this will provide Serbia with 6-8 billion in revenue. this is not 'peanuts'. With these billions the country can be rebuild and maybe even be modernised.
Ps.I wouldn't mind paying. What's a 100 Euros a year, that's a little under 2 Euros a week (or 1-2 beers at your favourite hang-out). Come everyone lets chip in!
