I think the author did understand quite a lot of the complexities of Romania's geopolitical position.
However, I want to emphasize that right now there is a huge opportunity for US to deliver real help to Romania. We feel that already we give a lot of support to US policies widely, especially in Iraq, Afghanistan, the War against Terrorism etc. If Americans do not help us in front of the "Russian Bear", then we will need to look elsewhere. We have learned on the hard way that is better to have no allies than allies only in words, not in deeds. And the Romanians will become indifferent to USA needs and strategies, maybe even critical and usupportive as French, Greeks and others are today.
This happened before in our case, with France (and to a lesser degree, Britain). The French-UK guarantees failed to protect Czechoslovakia, Poland and Romania from the Nazis and USSR, back in 1940s. Then again, after 1990, Romanians were expecting France to be supportive to its "little sister", the only Latin country in SE Europe. But France failed again, placing more interest in her former North-African colonies (the places from where originate people like Kouachi brothers, the assassins of Charlie Hebdo journalists). Therefore, France is seen today by most Romanians just as another arrogant, not-to-be-trusted Western country, e.g. full of lectures for Eastern Europe on how to deal with Roma population but unable to integrate its own Muslim citizens...
