Mayor of flood-devastated town rejects accusations

President of Belgrade's Obrenovac municipality Miroslav Čučković has said that "all that could have been done was done" in <a href="http://www.b92.net/eng/news/politics.php?yyyy=2014&mm=05&dd=16&nav_id=90342" class="text-link" target= "_blank">the flood-stricken town</a>.

If there was a national law and protocol, no mayor would be in the position of trying to make decisions in an emergency. A plan would simply be put into action and then the state could evaluate exactly who acted how and when. A national law and plan of action regulating what to do in case of major disasters should come out of this, and it is pointless to blame one individual for making what turned out to be a bad decision.

Absolute nonsense, geographically speaking its well known that lowlands close to downstream / rivers - towns such as Obrenovac suffer the most.
We knew days in advance that heavy rainfall was expected and local authorities were not directed to prepare for it. And then to tell people to stay in their homes only to tell them to evacuate.

At the very least Cuckovic and the rest of them should have been better prepared. Yes Serbia is a relatively poor country without money to be able to mitigate problems completely, but this effort has been bungled.

This time the authorities were not prepared because something like this had never happened before and am sure that incompetence played no role in this.
to prevent such a catastrophy from happening again the government has the responsibility to put in place contingency plans and build the necessary infrastructure such as dykes, levees and good drainage.
After all, Prevention is better than cure.
