Situation stable, some flood evacuees to return home

The situation in the regions affected by the floods is stable this morning; some of the more than 30,000 evacuated residents expected to return to their homes.

Where's the army in helping to shore up flood defenses? It seems like Serbia should use that manpower to help.
Also there are photos of sheep stuck on the upper floors of apartments and they will ironically dehydrate up there. So dispatch firemen (or army) and equipment to save them. I read that 150 tons of dead animals have been incinerated, so greater effort needs to be done to stop more animal deaths from happening.

It is also said that the mayor of Obrenovac was warned several hours before the flooding but did not tell the people. If so he should lose his mayorhood immediately. He failed and may have costed extra lives.
