Officials instructed not to vote against Russia

Serbian officials have received instructions "not jeopardize relations with the EU and Russia" as they vote in international forums.

Neutrality is for some reason a very difficult word for Serbs to understand the meaning.
For years they have insisted that international organizations treat the Kosovo issue as status neutral, but none of them can grasp the concept that in doing so they neither support the idea that Kosovo is an independent state nor that it is a province of Serbia. For some reason they think that neutrality is supporting Serbia's claims of ownership over Kosovo.
So why would you expect them to understand the word used in this context?

"but our state leadership is determined not to deviate from the set course of neutrality"...

Neutrality? Hah! Then, the officials should be 'instructed' like that, i.e. to ABSTAIN from voting. I recall that the SPS and SNS delegates in the CoE recently voted AGAINST a resolution to restrict Russian voting rights because of the Russian actions against Ukraine.
