Even though serbias policy according to Brussels is complete Kosovo independence it has yet to convince all Kosovo Serbs. Rakic signed the oath to the republic of Kosovo but pantic didn't. Roadblocks is not a Serbia policy. Serbia policy is republic of Kosovo ballots and oaths and pristina appointed police chiefs.

As far as I know, the problems with implementing the agreements mostly is obstructed by the Pristina side.

That's because like all the other blind sheep, you believe Vulin and others when they say that they have implemented all agreements and when they say that anything that is not to their liking is inviolation of the agreements, even when it has nothing to do with the agreements.
