Instead of reparations, NATO should be sending a bill to Serbia for the cost of having to make them behave humanely. Starting price should be 50 billion, and then the UNSC should be charging Serbia for the administration and protection to date for Kosovo.

of the victims of the genocide against the serbs of Bosnia and Croatia during WII .After all the state of Croatia is the succesor of the NDH like the actual Serbian state is the succesor of Milosevic's Yougoslavia.

Oh really? No reparations for Serbia? Esp. since USA-NATO mercilessly bombed sovereign Serbia for 78 straight days? For what good reason? It is easy for America to act smart now, and tell people what is bad and what is good when only in ~ 300 years they managed to wipe out (or finish off after the Spaniards) most of the Native Americans; managed to treat their minorities lower than many other nations in the world ever (eg. slavery); and managed to develop a foreign policy that is very biased to their own interests, and not really the interests of world peace.

So please, stop lecturing, and scolding, and punishing. Instead lead if that is what you are really trying to do, and lead by example, not by running your mouth and pouring out threats. Be careful, everything that has a beginning has an end, so someone, some day may dare to rewrite the 'history' by America.....

P.S. The break up of Yugoslavia was a civil war, where all sides participated, and the non-Serbian side instigated. So Serbia became the bully because it wanted to protect its interests where Serbs were a minority. Were they wrong in their approach......probably; but they should pay a price as soon as all the people from Krajina are given back their lands, and all others displaced from Bosnia, Kosovo etc. some kind of reparations for what they lost. Peace!

I do agree with you that there are always expectations - or strings - attached to given money, such as USAid.

I just wanted to make clear that these funds were never a loan, and there is no monetary repayment expected from Serbia -- unlike, as example, direct loans with interest, from Russia, the World Bank, and soon the UAE.

I would suspect that these are also not without strings ...

Germany has been explicit recognition is mandatory if Serbia wants to be in the eu. That is why Serbia has appointed dejan pavicevic ambassador. Serbia has border guards and customs agents on serbias international style border with Kosovo. Serbia has abolished its courts and police in Kosovo and Serbs vote on republic of Kosovo ballots and Serbs elected swear oaths to the republic of Kosovo. It's why vucic has said Serbia needs to define its real borders - like its constitution didn't already do that. Why foreign minister dacic says Kosovo being part of Serbia is a lie and Kosovo plank in serbias constitution is "dead letter." Why is nikolic saying Serbs need to be part of a republic of Kosovo army?

What world do you live in Robert 1899? Of course there are strings attached to the money, as there always is when one country gives aid to another. Trade deals between British and Indian companies are a consequence of our giving many millions of pounds to our former colonial brethren. A key condition of aid is that the money is spent on the things for which it was intended. Most receiving countries are only too happy to agree to the conditions placed upon them as they are usually desperate for the money. This does not give donor countries the right to take advantage of the people to whom they are giving, but equally it goes without saying that the funds should not end up in the private accounts of the politicians or their friends or family. I am no fan of the US but I'm afraid that always looking around for someone to blame for one's misfortune rarely results in improvement in the quality of one's standard of living. Many in the Balkans have the knack of not just cutting off their noses to spite their faces but of poking their own eyes out and cutting off their ears too, leaving them unable to see and hear what is right in front of them. When you taunt the big boys in the school yard you run the risk of a beating, whether it is reasonably administered or not.

Fas: If you are in effect say 'be sure your sins will find you out' then I agree. If you are playing the victim card however, I do not. The US has done a lot of terrible things as has Serbia. Both have left large numbers of victims scattered around the world and the Balkans respectively. Your own suffering is no justification for causing it to, or wishing it upon, others; I would hope the opposite. You clearly have one thing in common with the late Osama Bin Laden in viewing the US as the Great Satan.

Since 2001, the United States (that is, the American taxpayers), through USAid annual grants, has GIVEN, not loaned, more than 689 MILLION U.S. DOLLARS. Sadly for the Serbian people, much of that money has been squandered by incompetent and/or corrupt officials instead of wisely spent for the betterment of their citizens.

And as a reminder, the "mere 200 year old colonial settler state" is made up of millions of European people, escaping the communist heel and looking for freedom and a better life for their families -- including many Serbs themselves.

Trade deals between British and Indian companies are a consequence of our giving many millions of pounds to our former colonial brethren. A key condition of aid is that the money is spent on the things for which it was intended. Most receiving countries are only too happy to agree to the conditions placed upon them as they are usually desperate for the money. This does not give donor countries the right to take advantage of the people to whom they are giving, but equally it goes without saying that the funds should not end up in the private accounts of the politicians or their friends or family. I am no fan of the US but I'm afraid that always looking around for someone to blame for one's misfortune rarely results in improvement in the quality of one's standard of living. Many in the Balkans have the knack of not just cutting off their noses to spite their faces but of poking their own eyes out and cutting off their ears too, leaving them unable to see and hear what is right in front of them. When you taunt the big boys in the school yard you run the risk of a beating, whether it is reasonably administered or not.

I do agree with you that there are always expectations - or strings - attached to given money, such as USAid.

I just wanted to make clear that these funds were never a loan, and there is no monetary repayment expected from Serbia -- unlike, as example, direct loans with interest, from Russia, the World Bank, and soon the UAE.

I would suspect that these are also not without strings ...

Oh really? No reparations for Serbia? Esp. since USA-NATO mercilessly bombed sovereign Serbia for 78 straight days? For what good reason? Solely to erect USA's Camp Bondsteel on Serbia's lands, stealing those lands to do so? And, in the process bedding down with Islamic extremists? Nowhere near good enough, and USA-NATO know it. Shame! Instead of reparations, NATO should be sending a bill to Serbia for the cost of having to make them behave humanely. Starting price should be 50 billion, and then the UNSC should be charging Serbia for the administration and protection to date for Kosovo.

Well, well, all of the angst and turmoil was/is all about Caspian Oil. So, USA-NATO bed down with extremists of any stripe, if it's about gas and oil pipelines.
