That Serbs must vote on republic of Kosovo ballots and elected officials like rakic but not pantic swear loyalty to the republic of Kosovo and its laws. That Albanians appoint the Serb police commander and that all Serb Judges enforce Albanian law in Serb areas. Serbia is ardently pro Kosovo independence that it says Kosovo can be in the eu and that it can have an army!

They have not recognized and will not recognize independence. Belief that they have, will, or need to is a distraction and you make it appear as if Kosovo independence depends on their support. Their recognition would be desirable but frankly is not needed. Focus on how to make an independent Kosovo successful and quit trying to tell the Serbian government the "real meaning" of what they are doing.
