Indeed, easy to understand: spineless as expected and irellevant. Quite makes you wonder how low one can get when Russia uses Kosovo as precedent for annexing Crimeea, but Serbia supports that as it hopes Russia is still going to help them. Not sure exactly for what.
Sorry for the strong words, but understandable is when one upholds the law in the detriment of good relations, not when one disregards the law, but in a very similar other case of interest, claims that others should uphold it.
